Not even close. Although CBD and THC (the psychoactive chemical) are both compounds found in the cannabis plant, industrial hemp and what is often refered to as marijuana are very different. Marijuana is grown in a way that promotes high levels of THC. The highest concentrations of THC are found in the flower buds of the plant. Marijuana cultivators focus the energy on making as many buds as possible, to maximize the amount to THC rich material.
Industrial hemp is a different animal because it is grown for its fibers and CBD. The fibers and CBD are both found in the stalks of mature plants. Since the focus is on the stalks, branches and flowers are not as important and the growing methods change to accomodate this. The hemp plant has nearly undetectable levels of THC and are planted very close together to promote tall growth heights. After all, the taller the plant the more stalk they end up with.
It is worth noting that Happy Shaman CBD Oil does contain trace amounts of the psychoactive ingredient, THC. The levels are well below the legal limit of 0.9%. With levels this low, it will not get you 'high'. However, it is unknown how this will effect a drug screening.
